The mission of the Portsmouth Department of
Behavioral Healthcare Services is to promote independence,
recovery, and positive outcomes for those we serve, through
excellence in the delivery of integrated Mental Health, Mental
Retardation, and Substance Abuse and Prevention services. We
accomplish this by:
